Media Account RFP for State National Guard

LANSING, MI: The Michigan Army National Guard (MIARNG) has a requirement for Advertising Support Services. The services will include developing and implementing a media plan. The vendor shall develop a media plan directed toward the MIARNG’s target demographic. Based on the media plan, the vendor shall purchase and place advertising within the required media categories. The purchase price of the media shall be included in the total quoted price. All artwork and creative will be provided by the MIARNG. Please see the attached Performance Work Statement for detailed specifications.

This requirement is firm fixed price. Pricing must be a fixed price for the entirety of work quoted. Quotes that are cost reimbursement for any portion of the requirement will not be accepted. All advertising services and associated media placement must be quoted as a fixed price. Travel must be included in the purchase price, not as a separate line item. Travel will not be reimbursable.

Quotes must include price, technical approach and past performance information that is not more than three years old. Past performance information should include examples or work that is of the same nature and magnitude as the current requirement. Offers will be evaluated based on the Lowest Price, Technically Acceptable offer. Technical and past performance will be rated as Acceptable or Unacceptable. Offerors may provide multiple offers in accordance with FAR 52.212-1(e).

Offers are due at 3:00 pm, ET on 14 Sep 2017. Email quotes to amanda.e.geissler.civ@mail.mil. Questions are due by 12:00 pm ET, 12 Sep 2017, and must be submitted via email. Questions will not be answered via telephone. Questions that occur after the cut off, but are considered to be significant to the requirement, will be accepted and discussed only with those vendors that have submitted a quote.
