Steve’s breakdown: Here’s the skinny on this RFP from the King County Department of Executive Services – Records & Licensing Division: The challenge for the selected contractor will be to create a new identity for an already-existing service that unifies disparate government entities while still allowing for maximum flexibility and creativity for the County’s partners in the regional model. The end result should be a creative, dynamic, and flexible visual identity system and media campaign that promotes, markets, and reflects the importance to internal and external audiences. Task 1: Create a visual identity (logo) and branding system for RASKC  …………………….  Budget $ 3,000
A new logo specifically for RASKC is the core element in the new visual identity system. Respondents should create a visual identity that demonstrates the RASKC regional model and incorporates more than just a single service or product. Any identity needs to communicate animal control and enforcement, pet licensing, responsible pet ownership, animal welfare, sheltering, and animal husbandry. The visual identity should connect with the King County brand, but exist outside it, as it will also be utilized by partnering municipalities.

Task 2: Coordinated multimedia campaign ……………………………………………………………… Budget $40,000
The respondent should recommend, purchase, and execute a schedule of paid advertising across multiple platforms, which may include TV/video, print, Web, and other forms of media. The paid advertising should mainly focus on pet licensing. Respondent should also be able to work with RASKC in identifying and executing earned and free media promotional opportunities.
Respondent should also be able to identify and assist in developing marketing synergies with other animal advocate organizations throughout the Puget Sound region to create more value for every dollar spent on advertising and marketing.

Task 3: Social media campaign……………………………………………………………………………… Budget $ 2,000
The respondent should recommend and assist in purchasing and executing a social media campaign that may include Facebook, Twitter, and YouTube. This should include a general outline with types and examples of effective social media messaging.

Task 4: Branding collateral items……………………………………………………………………………. Budget $ 5,000
The respondent should recommend and assist in obtaining collateral items utilizing the new RASKC visual identity and branding system.
