QUANTICO, VA: The Mission of the Business and Support Services Division (MR) is “ Investing in Marines for duty, home and self.” We provide policy and resources to support commanders in executing business services and programs aboard Marine Corps installations worldwide, as well as back-office support to the Marine and Family Programs Division and Marine Corps Community Services (MCCS). MCCS delivers goods and services, including management of retail operations, at over 2,250 facilities with a staff of more than 12,000 employees worldwide. Serves as the Chief Marketing Officer (CMO) reporting to the Director, and is a member of the executive leadership team . This position is critical to the achievement of our vision and presents an opportunity for a skilled leader to take charge of creating a vision for digital marketing, developing an online marketing strategy and leading a team of marketers in implementing that strategy, ensuring integrated marketing and communications across the division. Through this transformation, drive deep and measurable engagement between the organization as a brand and our customers. Translates a vision for online marketing into a coherent digital marketing strategy in alignment with our Enterprise Brand Strategy, synthesizing input from all key stakeholders coupled with the findings of consumer and market research analysis. Works with the organization’s innovation team to help design new outreach and sales mechanisms for our services and retail offerings. Works with internal parties to manage the web presences to assure it provides a meaningful source for information and effectively markets the organization’s programs and services at the highest level of quality possible. Oversee the organization’s social media program to ensure consistency across all communication touch points with consumers. Actively identifies opportunities to implement best-in-class, innovative techniques to ensure the organization is staying ahead, leading trends in technology and business. Stays abreast of the needs of Marines and their families and aligns activities or tactics with broader consumer insights and trends from technology and business industries. Measures engagement holistically through conversation, connection, impressions, etc. Provides senior leadership data on the program’s performance and recommendations for improvement and changes. Develops business cases and assessments of Return on Investment (ROI) of program execution for various business purposes. Quantifies the attractiveness of target segments and understands their hierarchy of needs. Exercises top level leadership to formulate plans, develop communication networks, direct and execute plans, and evaluate results with the marketing team. Provides necessary strategic view of the marketing process. Enhances internal marketing aspects in program management, planning and execution, business and review analysis, coordination, and professional and technical leadership. Represents the organization on working committees. Schedules, prepares and presents briefings to key military and civilian leaders regarding the organization’s marketing and communication topics. Will be a trusted partner and advisor to the Marine Corps’ installation commanders and manage relationships with our strategic partners. Serves as authority to allocate, adjust, administer and monitor the operating and capital budget at Directorate level, making sure the marketing plan is in alignment with the marketing budget. Approves cost centers, monitors expenses and ensures budgetary objectives are met. Makes inquiries and takes corrective action when budget variances occur. Determines budget forecasts for execution of expenditures for long and short term goals. Analyzes profit and loss statements to identify and correct discrepancies, reallocate and adjust funding for needs, opportunities and efficiencies to operate more effectively. QUALIFICATIONS REQUIRED:

Bachelor’s Degree in Marketing or a related field with five years of related and relevant work experience; OR an appropriate combination of education and experience that demonstrates possession of the knowledge and skill equivalent to that gained in the above; OR appropriate experience that demonstrates that the applicant has acquired the knowledge, skills, and abilities equivalent to that gained in the above.

Expert knowledge of interactive and integrated marketing with significant emphasis on digital marketing, customer engagement, marketing research and data analysis, direct marketing, and Customer Relationship Management (CRM) strategies.

High degree of skill in analytical reasoning and the ability to apply that skill in the identification, analysis, and conceptualization of problems.

Extensive knowledge of market dominance, product differentiation, cost leadership, market segmentation, innovation, and business model strategies.

Expert knowledge of program management and budgeting issues.

Expert skill developing, implementing, and building brand equity through brand positioning and annual marketing plans.

Demonstrated ability to define campaign objectives and key selling messages.

Skill in giving complex oral presentations and briefings which contain in-depth explanations, analyses and potential solutions of subject matter. Ability to carry out all digital functions.

Thorough knowledge of quantitative and qualitative methods and techniques to develop standards covering complex program functions and/or missions.

Skill in planning and coordinating team study work, and to supervise employees in the accomplishment of work.

Experience in a corporate or agency environment is highly valued.
