WASHINGTON, DC: A Defense Department office is seeking agency help for two programs that connect members of the US Armed Forces with civilian life.
The Department of Defense’s Office of the Assistant Secretary of Defense for Reserve Affairs is seeking promotional help for its “Employer Support of the Guard and Reserve” and “Yellow Ribbon Reintegration” programs.
For the Employer Support initiative, the winning firm will organize campaigns that enhance outreach to employers and Reserve service members. Its goal is to create “a culture in which all American employers support and value the employment and military service of members of the National Guard and Reserve,” according to the RFP.
The Yellow Ribbon Reintegration Program is a Defense Department-wide effort that promotes the wellness of National Guard and Reserve members, as well as their families and communities, by connecting them with resources throughout deployment cycles.
The scope of the contract encompasses strategic planning, market research, direct marketing, PR, PSAs, social media, and paid media. The hired agency will conduct outreach on state and national levels.
The campaign will include the creation and pitching of story ideas for placement in military publications, civilian job industry publications with a large Guard and Reserve concentration, and top media markets with many Guard and Reserve employers.
There is no incumbent on the contract, which will last one year with the option for a two-year extension. A Defense Department official did not return requests for budget information or additional comment. Responses to the RFP are due April 24.
In March, the Defense Department’s Office of Diversity Management and Equal Opportunity said it was in the early stages of a search for an agency that can provide strategic communications services.
